 Problem
Recieveing the message "the ordinal 459 could not be located in the dynamic link library urlmon.dll"  Every program works except internet explorer.  Unable to I access the internet. 
Resolution

That's usually an IE issue - check 
First run malwarebyte to remove any malware and virus
Secondly upgrade your Internet explorer to a new version
Problem fixed
